In Process

Sept. 4 - Oct. 18: Public Circulation of the Draft Environmental Impact Report.

Pursuant to the California Environmental Quality Act (CEQA), the City of Oceanside has made available a draft Environmental Impact Report (EIR) for the proposed redevelopment of the Oceanside Transit Center (OTC). 

The EIR is a comprehensive report that analyses potential environmental impacts and identifies means to minimize or avoid those impacts. Areas of analysis include Aesthetics, Air Quality, Biological Resources, Cultural Resources, Greenhouse Gas Emissions, Hydrology and Water Quality, Land Use and Planning, Noise, Public Services, Transportation, and more.

Interested parties may review the draft EIR on the city’s website. The public review period will close on October 18, 2024.

2/1/24 Project Update and Architectural Review
This meeting was held virtually. The project team provides an update on the project status, shared architectural concepts for the new customer service center, and solicited feedback on the tower feature proposed for the Station Plaza.

6/13/23 Small Business Luncheon
A special thank you to Bliss Tea & Treats for hosting this focused discussion for small business owners. The meeting provided a project overview and a discussion of the elements that mattered most to local businesses, specifically access to parking and construction impacts. Attendees also shared their insights on how the redevelopment of the Transit Center could foster connectivity and support the downtown area.

4/26/23 Aesthetics & Architecture
Aesthetics were the focus of the third thematic meeting hosted by the project team. The presentation highlighted the design elements and provided examples of project modifications that respond to community input. The project architect and landscape architect described the vision for the project as well as the approach and architectural concepts incorporated within the design. Community members also participated in an activity to provide their preferences for design features.

3/16/23 Transit and Mobility - Part 2
The second in the Transit and Mobility series, this meeting dove deeper into design features that enhance mobility and circulation within the transit center. The project team, with a representative from NCTD, answered questions and provided the community with new exhibits to show a visual representation of the changes to the project that have been made so far.

2/22/23 Transit and Mobility - Part 1
This is the first in a series of thematic meetings based on the topics that members of the community have shared with us. Transit and Mobility - Part 1 focused NCTD’s regional goals and how the OTC redevelopment fits into the agency’s long term planning objectives.

2/1/23 CEQA Scoping Meeting
The Notice of Preparation (NOP) of the Environmental Impact Report (EIR) for the project has been published by the City of Oceanside. The NOP kicks off the California Environmental Quality Act (CEQA) Scoping Period.

A representative from Toll Brothers Apartment Living gave a brief project overview, and then the City's CEQA consultant reviewed the CEQA parameters. The meeting was then opened to community members to add public comment on CEQA related project topics. The scoping period closed 2/13/23.

9/15/22 Community Open House
A community open house was hosted on September 15, 2022 in the Civic Center Library Community Rooms. This meeting was the first opportunity to learn more about the proposed redevelopment of the Oceanside Transit Center and the Mission Avenue sites, meet the team, ask questions, and provide feedback.

Members of the project team were positioned at each station to speak directly with attendees and review their specific concerns. Because there was no formal presentation, attendees were encouraged to stop by between 6:00 – 8:00 p.m. to view the exhibits at their convenience.
